北岡和義ブログ第10回です。佐藤優著『国家の罠』（新潮社、写真）を今朝、読了しました。”外務省のラスプーチン”と呼ばれたロシア担当の国際情報分析官・佐藤優、ノンキャリアにこうした実力派がいたこと、驚嘆しています。
マスメディアでは元北海道・沖縄開発庁長官、元内閣官房副長官・”鈴木宗男代議士の腰巾着”とのレッテルが定着していますが、読んでみると日本の対ロシア外交の要として、活躍した骨のある外交官で、キャリア外交官に比べて、はるかに根性があるなかなかの人物と読みました。日 本にとって北方四島の返還と日ロ平和条約の締結は、北朝鮮国交回復問題と合わせて、第二次世界大戦の戦後処理として最後の外交課題です。拉致問題は人道上 の問題ですが、四島返還要求は日本の国家の国益の問題で、次元が違います。すでに戦後60年という歳月が経過し、北方四島に定住しているロシア人が多数い て、より解決を複雑、困難にしています。
それを外務省は鈴木宗男と言う北海道の十勝地方を選挙区に、自民党内でも橋本派で豪腕を振るった 政治家を使い、佐藤をその右腕とした。二人は対ロ外交に没頭したが、一方で恫喝や傲慢な態度に終始し、外務省内で、幹部に恐れられ、役所仲間の反発を飼っ ていた事実については本書は、もちろん一言も触れていません。
検察の狙いは政治家・鈴木宗男と外務省高官にありました。佐藤の逮捕は、そ れを検証するための方便でした。しかし外務官僚は鈴木の排除を目的に佐藤をトカゲの尻尾として逃げ切り、日本の外交を壟断した二人の個人犯罪にでっち上げ る捜査に協力したことで外務省高官の責任追及をかわしたのです。国家機密を理由に証言を拒否した川口順子外務大臣の書簡が、佐藤・鈴木切捨て（有罪）に重 きをなしています。川口はもともと通産（今は経産）官僚ですが、高級官僚の保身に大臣権力を使い、政治家の国民に対する責任を果たさない姿勢は読者を暗澹 とさせます。
国家体制そのものである裁判所も検察の論理を全面的に認め、彼らを有罪と判決した政治裁判であることを鋭く、かつ論理的に主 張しています。興味深いのは著者は「国策捜査」という主任検事の言葉を捉えて検察の政治化を指弾していますが、「政治裁判」とは書いていません。それは高 裁での攻防が未だ残っているから裁判官の心証を悪くしない、という判断が働いているからでしょう。高裁で、司法に忠実な裁判官の訴訟指揮で、無罪を勝ち取 る可能性が残されている、との期待感を棄てないでいるのかもしれません。この書を読むと検察の政治化、官僚国家の本質的なものが見えてきます。
ロ サンゼルスで性格の異なる何人もの外交官と付き合ってきたぼくとしては、とても面白い読み物でした。かつ検察の政治化に悪乗りして、捜査のリークをまるで 特ダネのように書きまくった新聞記者たちが権力のイヌに見え、政治検察を批判できないでいるメディア状況に民主主義の危機を実感します。（2005年4月 29日記）
